abstrancetbased on the implement situation and the problems encountered in the first phrase of kyoto protocol,taking yangtze river as example,the trans-basin water and soil conservation compensation mechanism in yangtze river was proposed by learning carbon trading mechanism of european union and afforestation experience of costa rica,hoping to achieve the controlling of greenhouse gas emissions process with social benefits maxmization.
